Resolved Question: Did the public know PCBs were huge health risks prior to the year 2000?

I'm doing a mock trial in school defending the company Monsanto. The trial is about the issues with PCBs in Anniston, Alabama back in 2002. A company called Swann Chemical Co. produced PCBs in Anniston back in 1929 before it was bought by Monsanto.
